In 2019, the amount of incentives for the implementation of measures related to energy efficiency (EE) and renewable energy sources (RES) in non-ETS industry amounted to EUR 1.4 million, which is only 17% less than in 2012, when the highest amount in the observed period was reached. Only Eco Fund incentives are considered in this amount, as the projects co-financed under the Operational Programme for the Implementation of the European Cohesion Policy in the 2014–2020 Period (OP ECP) are not prepared in such a way that the monitoring of effects related to climate targets would be possible, since also the set targets are not climate orientated. According to currently available data, in 2020, the amount of incentives will reach almost EUR 5.9 million.
In the future, it is necessary to use funds available for climate-related projects in a manner more orientated to the climate targets, to set concrete targets in relation to the transition to a low-carbon economy (e.g. reducing energy consumption and greenhouse gas (GHG) emissions, increasing energy production from RES), and to ensure systematic monitoring of these incentives.
