Incentives that work against the goal of reducing greenhouse gas (GHG) emissions have been steadily growing in recent years but in 2018 they were reduced by 8%. The target value is not set, but the direction of the "gradual significant reduction of environmentally harmful incentives" is pursued. The refund of excise duties on diesel fuel stands out. This refund decreased compared to the previous year but still represents 35% of all incentives that work against the goal of reducing GHG emissions. Incentives direct consumers towards higher GHG emissions, so additional measures (which are generally more expensive) are needed to achieve the target regarding the reduction of GHG emissions.
